Solved! Right control key is inputting the / instead

All programs. Happening in both my windows 10 and Ubuntu 16.04 LTS (dual boot).

Laptop internal keyboard? If so, you can try reseating the cable at the motherboard's connection. It's, possibly, a problem with the key matrix, in which case the keyboard would need replaced.

Yes internal keyboard. HP envy x360. Can't see how to "reseat" the cable. No visible screws or clips.
