Scanning a website

I am looking for a program or chrome app that can continually scan a website (that automatically updates) and when there is a hit, it should somehow report it to me through mail or perhaps notifymyandroid.

Is that even possible?

This is done server side. If you are hosting that website there's an option in the cPanel for statistics. If you are not the admin of that website there's no way to get this information as it is injected in the HTML / Javascript code of the web pages themselves.
