Please do try these troubleshooting steps that may help.
- First is to do a hard reboot, remove the battery and unplug the AC adapter then press and hold the power button for 20 seconds and try booting it up again.
- If it will not work, load the laptop in Safe Mode with Networking, while the laptop is booting up repeatedly press on F8 until it loads Advanced boot Options then select Safe Mode.
- Once in Safe Mode do a clean install of the graphics card driver.
- Go to Device Manager and uninstall the graphics card driver.
- Next is to check Programs and Features then uninstall anything related to the graphics card.
- Once done, download and install the latest driver.

- Reboot the laptop once the driver has been installed then it should load normally if the issue has been resolved.
- But if the laptop will also not load Safe Mode last option would be to reinstall Windows.
