Sli causes CPU throttling

Hi,

My laptop is experiencing fps drop every one or two minutes when the sli is on. When I turn sli off, everything runs smoothly but I get less performance as you might imagine .
I re-pasted and gave it a cooling pad, but they all failed to solve it.
I also tried ThrottleStop to top the BD PROCHOT, and it didn't work either.

My laptop specs: Aorus X7 (970m sli, 4870HQ)
All the drivers updated to the latest version.

I recently find out a way to temporary solve this problem by pressing the power button for a while to force a restart. It solves the problem perfectly but only last for that restart time, which means once I shut down my laptop and the problem will come back once I start using it next time.

I set it to high-performance and it should max out everything.

I record my temps while playing Overwatch, one of the games triggers the throttling.
Here's my temps
CPU: 89°C
GPU1: 75°C
GPU2: 73°C
FPS
Normal: 140 - 200 fps
Throttlings =: 15-40 fps (only for a few seconds)

One weird thing that I notice is that my fans never max out even though the laptop is throttling and fps significantly drops.
