Streaming live to to laptop and HDMI attached monitor

What is the least expensive and reliable laptop to stream live TV programs? I would like to use a HDMI cable to view it on her TV without fear of a delay. The TV program my mother wants to watch is not listed in her available cable stations at the care facility. She will not use the laptop for anything else. Just streaming this one station. Thank you!
