Toshiba Laptop CPU 100 degrees on IDLE

The laptop is pretty new and i've barely used it, but the fan runs really loud and so i looked at the temps and the CPU runs at 95-110 at idle as soon as i turn the laptop on.

The other parts such as GPU and Motherboard run fine at 50~ whilst the CPU is miles higher.
The inside is perfect clean, no dust, i'm going to try and replace the thermal paste but wouldn't that only take off like 10 degrees at best? The fan spins fine.

Any other ideas?

If it this high and new, either take it back and have them exchange it, or if not quite that new, but still under warranty, contact the manufacturer.
