Toshiba Qosimo X75 Windows 8.1 Keyboard not working properly

My keyboard and touch pad has stopped working properly, even if I use an external mouse and keyboard I still have the same issues. The number pad on the right doesnt work at all, to get numbers to work on the top I have to press CAPS LOCK down then the number I want. When using the touch pad or mouse to select a file it highlights all the files above the one I want and forget about double clicking the file as all of the associated programs open up. I tried the F2, F9, F10 and that doesnt work. Toshiba said I should update the Bios but I have the latest one as it is brand new. They then said to reinstall everything, but PC tech suggest that is ti still a hardware issue. Has anyone had similar problems?

First I feel I need to clarify how you determined the BIOS is up to date, simply being new does not ensure that as there may be an update (or two or more) since the laptop was shipped from the factory - check your BIOS version against the those offered by Toshiba to verify you have the latest for your model (if you haven't already).
