Toshiba Satellite P775-S7100 will not boot from CD after hard drive wipe

Had an old laptop that was slowing down and wanted to do a fresh OS install. Wiped the HD, but now I can't boot from a disk to install the OS. It always PXE boots even when I set CD to be the first boot option in the BIOS and LAN last. Pressing C to boot from CD does the same. I tried doing an install with this disk without dbanning prior, but ended up with two Windows 7s installed so just wanted to start fresh. I also noticed that it does not show that there is a disk in the optical drive in the BIOS. However, it was just working when I used a disk to wipe. How do I fix this?
 
Solution
Make sure that disk you try trying to boot from is actually good, test it with another laptop. You can also try to make the setup media on a USB stick.
