I'm puzzled as to what the connection is between the subject heading and the body of the post.

^Me too.. To answer the heading, it can be done via permissions.. To answer the body, there are many apps which handle video file conversions namely AVS, handbrake, any video converter etc. (google around for more results).. Try any of them..
