Trying to find a program

Hello,
I am looking for a program that will create an 'overlay' onto my screen. For example, when I connect to my computer through Teamviewer I want a specific section or sections of the screen blacked out, and allow full access to the non-blacked out screens. I run Teamviewer on low-bandwidth and I have certain areas of the screen that I need access to, and certain areas that just slow down the process and cause lag. Even if I interact with layers of applications below this 'overlay', I want it to stay in the foreground.

Can you startup Windows Task Manager, tick the Always on top menu item, then position task manager over the offending portion of the screen.

(Of course switch it to the "Applications" tab so there aren't rapid screen updates).

GENIUS! But how would one go about multiple instances of Task Manager?
