Verizon 4G LTE Tab 4 problems suggestions?

My Verizon 4G LTE Tab 4 will not let me access the menu or even settings. When I power it on it only has one app on it and will not let me click anything else. The hard reset pulls up fine but when I chose “wipe data/factory reset” it will restart my tablet without pulling up the “Yea- delete all user data” option. So I am stuck in the position where I can’t have access to my settings menu or the button I press to see all the apps. It has an account on the top right from the person who had it before me but it won’t let me sign into guest. When I pull the slide from the top of the screen while I am on the lock screen it gives me the option to click on settings but won’t open settings. Any time I try to use settings (turn on WiFi, turn off auto rotate screen, Bluetooth ...etc) it tells me “Security policy prevents changing settings” or “Security policy prevents use of this hardware key” please help.
