What is 1600 pixels in inches

Hello,
What is meant by: make the file1600 pixels on the larger size, in large format jpg format?

I want to submit a picture for completion and I have a print that is 16" weight x 20" height.

Your help is appreciated,

Solution
high quality printing is 300-360 ppi. Scanning is similar. If you have a 16"x20" picture it could scan to around 3600 x 6000 for a decent reproducible scan. If the image must be 1600px on the longer edge you can then downsample down to ?x1600 using your favorite image editor, then save as a jpg.

Scanning a 16x20" picture can be difficult though...
