What is causing white background noise on my microphone?

Hi everyone!

I recently bought the Neewer NW-700, along with the NW-100 48V Phantom power supply. I am getting white background noise and I'm wondering what's causing it.

I have connected the Microphone to the Power Supply with an XLR-XLR cable

I have connected the Power supply to a FIIO USB decoder D5 with an XLR-3.5mm jack

I have connected the USB decoder to my desktop via USB

I have mixed and matched all my hardware in all possible combinations.

No matter what I do, the audio always has some rather noticeable white noise.

I have also tinkered with the sound settings on Windows 10, but there isn't much to mess around with.

I should note that the power supply does not seem to change the output at all (Yes, I have turned it on)

I hope that someone will be able to help me out, thank you all in advance.

The FIIO USB decoder D5 has two mic inputs. Maybe one is causing interference even though nothing is connected?
Check settings and see if there are two microphones shown and try and mute one?
Does the desktop have its own sound card that might be the source of the b/g noise?

I am having the same issue using a NW-800 also with the 48v nw-100 power supply. In my case I get the white noise with or without the power supply being used. I sure hope we can get some help here otherwise I am going back to the Mic I was using with a usb plug.
