Where is a good place to store 2FA recovery codes?

I use a password manager and two factor authentication, via an authenticator app, for all sites that support it.

Where is a good place to store recovery codes for each site? Is the password manager considered a good place?

A password manager is definitely not a bad option. But if you want to be 100% secure, I would put it on a flash drive or external HDD and keep it disconnected from the rest of the network. Remember, everything that is connected to the internet is vulnerable.
