Hello, I have built this PC around five years ago. The computer was very quick when I first built it, however it has slowed down over the years. I have wiped the desktop as well as run CCleaner to try and clean up some of the space. I also have very slow bootup times as well as slow downs when using Chrome or Microsoft Edge. I have gone through and killed the high resource using processes. Here are my specs.
Motherboard - MSI Z97 PC Mate(MS-7850)
Graphics Card - Nvidia Geforce 970 4GB Vram
Hard Drives - Crucial BX100 500GB SATA 2.5” 7mm (with 9.5mm adapter) Internal Solid State Drive, and Toshiba DT01ACA200 2TB 7200 RPM 3.5" Internal Bare/OEM Drive.
CPU - Intel Core I7-4790K
Memory - Crucial 8GB Single DDR3 1600 MT/s PC3-12800 CL11 Unbuffered UDIMM 240-Pin Desktop Memory CT102464BA160B

Any help is appreciated. Thank you.

I'd say update all your device drivers. You haven't noted that in your post so I think that may be it, even if you do clean every while, updating drivers and keeping them up to date helps a lot. Also check if you have unnecessary processes running in the background. As well as unnecessary hardware that would cause your pc to slow down. That shiet slows you dooooown.
