Will a sound card reduce my latency

So i use FL studio 11 for recording my guitar that i plug into my Tascam US-122MKII audio interface and i use asio4all sound drivers which output to my computer speakers. I have had to the buffer size to 1024 samples to stop the crackles and pops on the audio track but by doing this i am getting a latency of 24 ms which is annoying. So my question is if i buy a sound card and plug my speakers into it will it help with my latency problem?

It might help a little, but it also depends on how you are processing your input. If you have a poor processor a new sound card won't help at all. If you hook up your Tascam into the sound card, that might relieve some of the burden. Need more specs from your computer to give a solid answer.

ok my specs are

Mobo = Gigabyte GA-78LMT-S2P Rev 5.0
CPU = Phenom II x4 955
GPU = Radeon HD 6870
Ram = 2 x 4 GB 1600 MHZ
PSU = Evo Labs Cronus Modular 750 Watt 80+ Bronze Award
