Will Retail Priced verizon Galaxy S8 work with other carriers ?

I am planning to buy the samsung galaxy s8 verizon version..I don't have a verizon plan or sim card..Can I activate and use the device with my lyca mobile sim card ? Verizon customer care says that If I pay the full retail price I can use it with any device.
