On another pc, download and run
win 10 media creation tool. Create a Win 10 install USB or DVD - if anything else, its a boot disc
change boot order so USB or DVD first, hdd second
boot from installer
on screen after language choices, select repair this pc, not install
select troubleshoot
select advanced
select start up oiptions
select one of the 3 safe modes
pc will restart in safe mode
restart pc and it might be fixed
if this doesn't work, boot from installer again, select repair this pc again
select troubleshoot>advanced>start up repair - this will scan pc and maybe fix start up
if neither of these work, you might need to do a reset.

boot from installer again, select repair this pc.
on 1st page, select reset this pc
2 choices, save files and settings, or wipe it all. I suggest 1st choice
once you choose, pc will restarts and reinstall win 10
if none of this works, there is a chance its the hdd but we see if this fixes it first.
