I have Windows 10 laptop can't use without mouse as no cursor appears

My Dell Vostro 1510 using windows 7 shows blue colour and cursor when I power it on

I managed to get past the boot loop but now every time I sign in the screen goes black and a cursor pops up. What do I do now?
