i changed my old battery to new one 1 week ago but im having the same problem as before ie; the battery chargers up to about 15-30% then starts decreasing even if the charger is plugged in.pls help

Does sending a file that crashes a computer include as destruction of property? This file made a loop that opened a big amount of internet explorer tabs, which made the computer crash. Does this in any way destroy any hardware or software? Thanks.
