You would have to set up the app you are making the downloads through to save to the card. That would be done in the individual apps "Settings". If the app you are doing the downloading through doesn't have that option in its settings, then you would have to get an app that does.

So if it is say in a browser, go into the browser app and then the apps "Settings" and locate the option for where it saves downloads. Just setting the device to save to the card won't make all apps save their downloads there. And that won't make you able to save apps to the card either. That is a whole other thing.
