Asus Laptop unstable cpu/disk usage

Hello, the problem is quite fishy.

My friend have this laptop for about 1 year, everythig was working smoothly, no problem at all.
About 2-3 months ago, the problems started, everything working slow, it take ages to load a simple task, internet navigation terrible, even the laptop startup slow. So, she gave the laptop to me, I tried everything like scanning with malware, antivirus, I even reinstalled the windows, but with the brand new installed windows, is the same, unstable CPU usage and DISK, going up to 100% from 30%, 20%, 6% and again 100% and all tasks all slow as HELL.

What is to be done ?

Reinstall windows, who knows what did he downloaded.
Also backup data.

Probably doing updates?

Turn off all the Windows telemetry features and see if that helps. Install an actual antivirus (one that doesn't gobble resources) and turn off Windows Defender and Anti-Malware tools.

Windows 10, unfortunately, kills weak-powered CPUs in the latest versions.

I already said, I reinstalled the windows and the same problem.

Needs a reset and an extra 4GB or ram, hell, lets throw in a cheap SSD and performance will be vastly improved !

What anti-virus do you recomand? Avira would be ok ?

She had this laptop almost one year and everything was good, not while ago these problems started. So, I don't think the problem is ram or smth.

What do you mean about "reset?" In which way ?

I can suggest you setting network as metered, soo windows wont upload nor download anything.

Sorry for being late.
I tried everything you guys told me, and is the same issue, computer working slow, CPU stuttering between 50-100% usage, disk ask well, Memory like wise. I attached a video for you to see how really is.

Any ideas?

What kinda test, because there are a lot of options in there. After test, what should I do ?
