Asus Vivobook s200e No Post, No Fan, No Backlight, HDD Spinning.

Hi, I'm trying to repair an old laptop of mine, it's an Asus Vivobook s200e.

After unplugging and reconnecting the BIOS battery, The lights come on, it charges and the HDD powers up. The CPU and GPU are both heating up when left running but the fan doesn't spin.

I tested the fan header with a multimeter when plugged in and apparently there's 10v going to it (not sure how true this is as the multimeter is pretty cheap and seems to be acting up a bit but either way there is definitely current going to it), the fan itself I believe is 5v.

Nothing happens on the screen, not even a backlight.

There is 4GB of RAM soldered to the motherboard and there are no beeps to indicate a fault.

I'm not entirely sure where to go next... I wouldn't have thought a dead fan would stop it from booting into the bios?
