So i need a decent budget laptop to use on my daily commute, in coffee shops ect. shall mostly be using it for light web development work and emails.

there are tons of 13" cheapo laptops out there but most have poor quality displays, and very small amounts of memory and storage space aswell as crummy CPUs.

are there any decent thin and light 13" laptops with upgradable memory and possibly storage out there?

appreciate any advice :)

Those laptops you are looking at are budget laptops with weak CPUs (Celeron / Pentium) and limited storage.

You need to look at laptops with Core i3 / Core i5 CPUs if you want an actual decent laptop. This increases the price though, but fortunately "powerful" 13.3" laptops have come down in price over the past couple of years. The following Dell is basically the least expensive 13.3" laptop you can buy with a Core i3-7100u CPU; it costs about $460. You can upgrade the RAM and storage.
