Browser doesn't work while internet connection is working

I've been having this problem quite a while lately. My browser and other programs that use the internet stop working while the internet connection is fine.
Sometimes Google Chrome stops working while other browsers and Skype still work, sometimes no browsers work while Skype does.
I have tried reinstalling, cleaning the cache and cookies, but nothing seems to solve the problem and I can't find any solution to this problem on the internet.

You could check the logs on your router to see what's going on, failing that Windows logs. Also try resetting your firewall encase that has something to do with it,

How do I do that? I'm not really experienced in this sort of stuff

Already checked that, there aren't any running
