CD Player volume regulator not working

Hi. The volume regulator doesn't control the volume AT ALL. I tested the potentiometer and it's fine, the circuit board tracks are also good and when the audio is playing and I unplug the pot nothing changes and audio doesn't stop playing, so it would seem nothing is going through it(the potentiometer). What could be the problem? The player is about 20-25 years old.

Not knowing the make and model of the CD player I can think of two things.
1. The volume control is only for the headphone jack.
2. The CD player has fixed and variable output and you are connected to the fixed ones.
