dell inspiron can't get to login screen

my laptop will not go to login in screen. I have tried start up in safe mode, run the diagnostics etc. to no avail. any suggestions?

What you mean "will not go"? What you see on the screen? Can you post a picture?

It's not an answer, but i too wanted to request solution for similar problem, Dell Inspiron 14
Actually for last 2 days when i was trying to shut down laptop from start menu, it was not happening and i then once i shut it down from manual key button. Next day when i switched it on, then found only background screensaver is coming and there is not any icon/ login page coming... can u please HELP I have a urgent PPT to prepare on that .. even if i am swiching off and on again... it's the same issue.. tried pressing F1 and F2 and then found some options - but not sure what to do..

Please note that - "earlier for many days - it was showing batter needs to replace" . Hope this proble mis not connected to battery

What you mean "Only a screen saver"?
Has your Windows booted?
When you press <Caps lock>, do yo see any LED changes?
When you plug an USB flash disk, can you hear the sound from Windows indicating thtaa?
