When I turn the laptop on, the fans spin fast and loudly, after POST, they go to around 5% of the previous speed and barely audible, this gradually increases as the laptop gets hotter but eventually the laptop will overheat and shut down, the fans never reach the previous, 100%.

I have tried resetting and updating the BIOS
I have tried resetting the CMOS
I have tried 2 different fans, (same results with both)

Also, when it is idle, the CPU temperature will fluctuate between 40-50'C.

I want to have my fan speeds at 100% All the time if possible.

Note: I have tried SpeedFan however it displays my fan as 3 seperate fans, all with 0 RPM, changing the values don't affect it.

Laptop Model: Acer Aspire 5552

You can't change it in the bios. Laptops are designed to be like that, adaptive RPMs to heat signature. What you can do is, buy some cooling pads for laptops. Those will greatly help. And never use your laptop with a soft surface (pillows, sofa, blanket, bed,etc.,.) because it will block the exhausts.

The laptop wasn't always like this though, right now it heats up and overheats without the fans going near to 50%
