Has a static shock fried my laptop motherboard?

I have a small Laptop (Asus EEE PC)
Today I plugged in the AC power, I felt a static shock and then the computer shut down
I was not able to restart it,
The AC power pack still has the green Led power light, so thats working
Have I ruined my laptop?

Its a Netbook... so although its possible , its very unusual...

Does your country ? use an earth/ground in its electrical plugs ?

Test the charger with a VOLTMETER first, you may have just blown that...

The charger green Led indicator is on, so thats working

The netbook would have had a little battery in, to start on its own, but its not

Did you ever figure out what happened? Because this week it happened to me. Power cord has light but no power to computer at all.
 
Can anyone help me? When plugging in my ASUS laptop it shocked me, then now no power coming from laptop at all. Power cord works. No lights on laptop come on at all....
