hdmi electrostatic discharge

My toshiba led TV is having ESD lately even on standby mode and it is sending electrical discharge on my graphics card. What are the possible causes and quick fix?

What exactly is happening? Your TV can't "send ESD to your graphics card".

I'm getting electrostatic discharge from touching the cpu chassis , hdmi cable and graphics card connectors.

I tried to replacing the HDMI cable , and connecting the PC directly to another AVR , then , I found out that ESD is coming from the UPS! although it's brandnew but it's crappy but it looks good on the outside ( *logic brand should have bought APEC instead )
