Same would go for any American carrier or European. You need to contact the carrier and prove your identity as well as ownership of the device in order to have them assist you with this.

Also, are the contacts on the phone itself or on the SIM card? If they're stored internally on the phone, and you find it easier, you could simply get a new SIM card.
