i can't get my device to power up

i can't get my notebook to come on, the green light lights up showing its charging theres also another green light lit up that looks like a lightbulb, what does that mean

Does it sound like it's starting and just the screen is blank? Hard-drive spins up, does it make the Windows startup sound?

Check it with an external monitor and keyboard/mouse. Turn on the laptop and close the lid right after that. If noting comes up on the screen, your motherboard may be bad and needs to be replaced, or replace the whole system if it's older.
