I have a Dell latitude D620 thats not been used for well over 6 months. When I try to start it without AC power I get nothing.

Why are you bothering with a EIGHT YEAR OLD PC??!?! The Windows isn't supported, the parts aren't available, nor are they worth all the headaches and slowness that a simple Walmart $249 i3 Laptop will seem like a godsend can replace?

No, with the adapter all I get is the flashing orange light. Nothing starts up. Without the adapter I get nothing, not even the flashing orange light.

I know what the cost for service is, that's why I'm trying to fix it myself. In the process maybe I'll learn a few things.

I found them, the adapter is it the original for the laptop? Look at the end of the connector of the adapter, do you have a pin in the middle.

I believe it is the original. It is a Dell and does have a pin the middle. The numbers that I can read off of it are
ADP-70BB
Model PA-4
P/N 1243C

I took out the battery, Hdd, and the Ram that I could access from the back. Tried to power up and got nothing. I then proceeded to take out the Ram from underneath the keyboard. Tried to power up and got nothing. Should I put the Ram that I took from the back of the unit, (the one I took out first) and try to power up. I don't know if this will make a difference.

The RAM won't make any difference. If you want to go further about troubleshooting, you must have a multimeter for that. I'm a technician, I diagnose with the voltages on the motherboard, and with the schematics who tell me the components you have on the motherboard. If you are up to it, I maybe can help you.

Guys not trying to rain on the parade, but he was very clear, with just a outlet power plugged in on a 8 year old PC, it doesn't power up. Simply put the Mobo / CPU has fried, and being so old isn't salvageable (the HDD you can use in a external connector IF you can find a IDE to USB adapter anymore just to 'get' to files), especially when the cost of a brand new laptop is only $249.
