Im planning to buy SONY DAV-DZ650 DVD Home Theather system which has Optical Input and HDMI output which support ARC.

I have a desktop PC with HDMI out on my GPU(AMD R7 250) and connected to my TV(Sony 32W674A) on HDMI IN 2.

Will I get true surround sound from my PC if I connect the home theater system to my TV(HDMI 1 Input which support ARC) ?

Just asking before I buy the home theater system since the seller here has no idea about anything :3

Yes you should do, I connect to my pioneer receiver from the PC via HDMI and as long as you remember to configure the pc speakers to 5.1 then yes it gives true surround sound output. It can also depend on your player software though, for example some free versions of blue ray software limit the audio output options probably to get you to buy the paid version.

For ripped files with 5.1 sound VLC I can vouch for will absolutely output 5.1 and I suspect most players will.
