Laptop boots slow.i need fix asap please

It says dell and it usually takes 5-10secs.now it takes over 50secs and it doesnt boot into the OS.

Full system restore or manaul clean O/S install.

If problem remains, try a different HDD.

I tried diagnosis and it says bios interval timer not functioning.i found a fix to upgrade bios but i cant coz i dont have any other pc.i have to make a bootable dos usb.is there any way to make one with android?
