Hello! I'll be going off to college soon, and it wouldn't be the smartest thing to build a PC for college, which is what I was considering. I'll need it to be able to keep up with school and programming, as well as play some light games like Civilization 5 or the Sims series (I'm not a super serious gamer). My budget is around $500-$600 USD, though I could stretch to $700 if I absolutely had to. Thanks for the help!

As the things you do are more cpu intensive than gpu, try and get a laptop with an i5 m cpu rather than a i5 u cpu. The reason I say this is for programming you need a good cpu. Also civ 5 is a cpu intense game, not sure about sims though.
Try this laptop: http://www.pcspecialist.co.uk/notebooks/optimusV-13/
This is in GBP though so I don't know how much it will cost when you convert it into your currency. If it is too expensive, you can always choose a different laptop from their site.
