Hi,
- Press CTRL+ALT and DEL all at the same time and select Task Manager.
- In Task Manager click on File on the top left corner then select New Task.
- Type in "explorer.exe" and press OK
- If your normal desktop screen opens you may need change what the power button does because as you mentioned it just makes your laptop go to sleep instead of powering off.

If all these steps doesn't work.
- Remove the battery (if not built in) and AC adapter then press and hold the power button for 20 seconds then try booting the laptop again.
- If this doesn't work try to boot the laptop into Safe Mode.
- From a complete off stage of the laptop turn in back on and keep tapping on F8 until you see Advance Boot Options
- Select Safe Mode from the list and press Enter.
- Once in Safe Mode open Task Manager and disable all your startup items.
- Reboot the laptop to the normal mode and see if that resolves the issue.
