Laptop wont boot xp os from CD,usb,or external

i recently upgraded ram on a insprion 600m laptop to revive it for my dad to use. So I wanted to have a clean Xp OS on it. Something went wrong during the installation so a complete broken and bad os was starting up on the laptop. I desperately tried to reinstall a new copy of xp but the laptop wouldnt boot from the cd.

Ive disabled everything but the cd to boot but somehow at times, it managed to surpass the boot sequence even though it was disabled and start the corrupted OS.
I had two oem copies of vista, to see if i can atleastget to see if i can install the xp on it after a clean vista install. 1st copy wouldnt boot either but the 2nd vista cd worked and installed fine.

As you guys know you cant downgrade from vista to xp but I forgot, unless you boot from the cd at bios,I have 5 different XP OS cds that Ive wasted to see if I formatted/burned it wrong. (All either different xp versions/orformat). They all worked fine opening in my desktop so I do not know why it wont boot from the laptop.

Are there ways to downgrade a windows os besides from bios? Please help
