Malware effecting system after reinstalling windows?

I had some serious Malware issues so I decided to reinstall windows 7 and start fresh. I've had to do this a few times over the past two years or so, but this time was worse than usual. Windows explorer was crashing, and then I started getting a black screen of death upon system boot.

After reinstalling windows, my USB network adapter stopped workiING. I just plugged in another that works on my other computer and installed its drivers but no networks will show up on this computers list still.

Is this most likely a network card problem created from the Malware?

After reinstalling windows, I still have all of the old folders in my c drive. Some of these date back to 2007, before I even owned this computer, and have been there after previous times reinstalling windows using pirated copies.
