Solved! MSI GE62 2QE stuck at msi logo

hello,i downloaded the windows media tool and upgraded my pc from windows 10 to windows 10 (since I could not reset it via the settings due to an error i used the media creation tool). after re installing it is stuck on the msi logo. what are the possible solutions?

Reattach the Windows media tool and it should attempt to repair your OS. If not, try pressing F8 on startup to open boot menu then boot from USB and run the OS Repair Tool in Advanced Options menu in the installer.

I have tried pressing F8 to open boot menu but it does not work. The MSI logo is just completely stuck. How do you reattach the windows media tool if the laptop is stuck at the msi logo?
