My dell latitude d630 cant find wireless

Hello,
i have a visitor with a Dell Latitude d30 running Windows Xp (yes, i know) and the wireless device (INTEL Pro/Wireless 3945ABG Net) is running but it can't find ANY networks including one less than a foot away. Checked properties TCP/IP is on obtain Ip address automatically. What's wrong?

I have been asked to sort out a the same laptop with the exact same issue ... It even appears to have 'found' my WIFI network but when you try to refresh the connections nothing.
