My Laptop Keeps Restarting and I Cant Boot from CD/USB to format it. Please Help.

I Got MSI Ge62 2QD Laptop

I Attempt to Reset it's System since i only left 1gb space at my System Memory (128gb SSD)
But during the reset process it error at 34%, i spam retry and it just wont continue,
So I Decided to Restart it but my laptop won't boot anymore it just keep restarting.
I tried to use a cd and usb to reformat it but it just won't boot, it just keep restarting.
I even tried the recovery back up from my external hdd. and nothing happened

Please help :(

 
Solution
When the computer starts its loop, try seeing if you can get it to boot in "Safe Mode". If it will, then there is probably something on it (malware, virus, etc) that is causing the problem and you will need to check the system and remove it.

How to enter "Safe Mode" when booting the computer.

In Windows 8 and 10 ...

As your computer restarts, press F8 (possibly a few times) to enter "Safe Mode"

a. Press the "F4" key to Enable "Safe Mode".
(The computer will then start in "Safe Mode" with a minimal set of drivers and services.)

b. Press the "F5" key to Enable "Safe Mode" with Networking.
( Once "Safe Mode" with Networking starts, Windows is in Safe Mode, with additional network and services for accessing the Internet and other...
