Nexus 7 2012 is it dead Jim?

Hello Tom's Hardware,
So, a couple of months ago I decided my out of warranty 2012 Nexus 7 should finally update. After almost a year of avoiding the system update out of paranoia of my device becoming useless, I don't know why. So I left the device plugged in with 70% charge, and told it to install and restart. However, the setup crapped out, and the device forever stays at the boot animation. When I go to recovery mode, it says No Command. When I pop up fastboot on linux, it forever stays at <waiting for device>. I never got around to rooting the device, because towelroot was patched. USB debugging was disabled last time I checked.
Any ideas?
