No TV sound when Blueray powers on

Panasonic BlueRay + Surround Sound SA-BTT273

Surround sound works when playing bluray.
TV sound is muted if cable is being watched and Panasonic is turned on (It's not actually muted, but playing through ARC which doesn't seem to be working correctly or we don't have it setup correctly).
TV sound plays through the TV speakers only when/if blueray is turned off.

Current setup:
HDMI IN3 (ARC) to AV OUT
HDMI IN1 (STB/DV1) cable inserted, but not currently going to anything
ANT IN Cable to wall
Digital Audio Out (optical) to Digital Audio In

Any help getting the surround sound to work when watching TV (cable) would be much appreciated! Thanks!

You probably have to turn the ARC or optical audio out on in the TV menu. Check the manual. Sometimes you have to turn the TV speakers off and change the audio output type too.
You don't need both connections.

Nothing happens when I go into the TV settings and change it to ARC. There is still no sound.
I'll try to turn the TV speakers off and see if that works, I didn't see where that was possible unless it happens when you move the setting from TV to ARC, if so, then that isn't working.
Can you clarify, which 2 connections aren't needed? Do you mean choose ARC or the Optical connection? Which is preferred for the surround sound?
