may be a software that use clock speeds and voltages like cpu, ddr, gpu etc and temp to calculate wattage by using some algorithm
as pcwizard can tell wattage of cpu and sisadra can tell wattage of chipset

and psu maker can introduce some sort of sensors to make it more easier.

You would need specialized hardware that gives the information to the computer. There is none that I know of. The PSU itself doesn't track this, nor do any of the components of your pc.
