Question Reverse turbo boost

So I get new laptop (Ideapad 330 with i3-8130u) and I noticed that CPU have lower performance than its supposed to be. For example, I made tests in cinebench r15 and score was everytime between 220-240, when the scores for this cpu in internet are average like 330.
I was thinking why its like that and I discovered really weird thing that probably cause lower performance of my cpu: Turbo Boost that is working on reverse.
When usage of cpu is low, the frequency goes up to 3400 GHz, but when usage of processor goes to high values, frequency drops to 2,2 GHz, which is stock frequency.
Is there any way to fix this?
