Skyrim runs well on one laptop but lagging at a higher-specs laptop?

Skyrim runs smoothly,30 to 40fps(while the loading time is long) under this laptop specs
CPU : AMD A6-5350m Dual Core 1.9GHz
GPU : AMD Radeon HD8670M
RAM : 2GB

while it lags under this specs
CPU: AMD A8-5550M Quad Core 2.1 GHZ
GPU: AMD Radeon HD8670M
RAM :4GB

Can someone help?

Does it run with the same settings and resolution? Do both laptops have the same speed RAM? Does one laptop have a better cooling system than the other?

I think this is it: the dual core CPU actually runs at 2.9 GHz and boosts up to 3.5. The second CPU has lower clocks. In the settings you are using, it probably is not able to take advantage of the extra cores most of the time, leading to slower performance.

It might be, will installing AMD Driver solve the problem?

An old driver can certainly affect performance. Windows usually keeps drivers fairly up-to-date unless you disable windows update.
