Smartphone direct to Ethernet without Data Plan?

So I want to connect a smartphone (ie iphone or android) to the internet without any plan (call or data plan) or registration with any of carriers. Kind of like using the smartphone at home use only.

I was thinking maybe phone --> usb --> pc? Don't know if that works
or phone --> cable modem? Don't know if that works

Phone will have WiFi, connect to that.
