svchost.exe (netsvcs) keeps downloading something

So, my internet is so slow lately and when I checked the task manager it shows that svchost.exe keeps downloading something. And I've tried everything that internet told me like disabling BITS and Windows Update and it doesnt solve anything. And one more problem, everytime I reboot my laptop the BITS and Windows Update are active eventhough I disabled it.
 
Solution
Windows update downloading updates is a normal thing. You shouldn't fight that. Just let it finish.

Also you can try using Resource Monitor to find out processes, that cause disk activity.
That will help diagnosing and understanding, what's happening there. Post screenshot.
Resource monitor looks similar to this:

I dont know how to upload a screenshot or picture ,but do you have any tips ?
