Want to print a 4 5 x 4 5 photo from a 4 x 6 photo

I have a digital pic on my computer and want to print it in 4.5 x 4.5...what software or program can I use to edit my photo to this size

What's the normal size of the original image? Depending on that, up-sizing the image if smaller will yield the image to look pixelated if enlarged. Gimp is a free software that can easily do this, or Photoshop Elements is an easy favorite too.
